Can I install a starter before I install the flexplate? It is for my Pontiac 400.

I don't see why you couldn't, but why would you want to?

Long answer; Depends on how much you're ready to flex it.

Short answer; No, but I could be wrong...

I have nothing to do while I wait for some paint to dry.

It should not be a problem as the starter only meets the ring gear when you engage it and the solenoid moves the starter gear out to engage it. At least that is how my Panchos worked.

As long at the starter doesn't require the transmission case in any way, go for it.
